Drastic increase of import duties in the USA
The US are planning a drastic increase of import duties for some EU products, unless other compensations agreed with the EU. For example, the USA should impose duty up to 90% on glass and glassware. In fact, it should bring liquidation of Czech glass products on the US market.
CZECH REPUBLIC - "The proposed measure should practically disable any import and strongly damage some of the Czech manufacturers whose production orientates on the American market and for them it is not possible to change such orientation onto other markets within a shorter time. These manufacturers and exporters may evaluate such situation as a great loss arising from the Czech entry into the EU. This cannot be a goal of the US Administration," declared representatives of the commercial and economical department of the Czech Embassy in Washington.
The spokesman of the American Embassy in Prague, Mrs. Lisa Helling, specified in the PRÁVO paper on Monday that based on WTO regulations the USA negotiate with the EU with regard to compensations related both to the EU enlargement and changes in import mode for rice products into its member countries. For the case if conclusion of any agreement on compensations is not reached, the American Office of Commercial Attaché (USTR) has prepared a list of commodities where drawbacks or increase of customs duties should be cancelled. Anyway, this list is to be henceforth discussed.
Fall by up to 50 Mio. USD
Should these retaliatory duties be introduced by the USA, the Czech glass producers with unmarketable glassware stored in the USA shall face great problems. On the other side, the American customers shall not be ready to pay doubled prices. According to some statements of representatives of the Czech Embassy in Washington, the USA do not produce glass any more and good-quality crystal glassware is mostly imported from Europe.
According to the Czech Statistical Office (ČSÚ), since the beginning of this year up to this July the Czech Republic has exported glassware amounting to 1,16 billions CZK. The given measure should bring liquidation of domestic glass factories since many of them produce only for the US market.
This measure should be implemented as from this November and should relate also to other articles. The Czech export of goods to the USA may fall by 50 millions USD.
Presently some American companies have higher custom duties imposed on some products to be exported to the EU since the accessory countries had to accept unified tariff policy. On the other side, the Czech Republic has lost also some advantages, for example, some of its articles were exported even with zero custom duties but now e.g. jewellery is imposed with 13%.
Penalty for united tariff policy
According to statement of the American Office of Commercial Attaché the USA are ready to introduce retaliatory duties against the EU to compensate the fact that newly joined EU members took over this unified tariff policy. "It should be especially a great problem for the glass export because there are about seven items listed here related to the glass. And the custom duties that should be imposed on these positions amount to 90 to 97%. These items should not be imported in the United States any more," said the Commercial Attaché of the Czech Embassy in Washington, Mr. Jiří Kuliš.
High custom duties should relate also to other products: such as cheeses, dairy products, chocolates and some industrial machinery where the USA plan to impose import duties amounting to 50 to 60 %. According to Mr. Kuliš's statement the EU shall protect itself since this measure shall relate also to other exporting countries, such as cheese manufacturers from France, Germany and Italy. "We shall appeal to lawyers of the European Commission in Brussels how they deal with it," added Mr. Kuliš.
